SAR visibility — MLR 2017 reg 21(3) default-deny
A user without sar_visible sees SAR list rows but NOT the narrative or subject payload (the tipping-off-protected content). The polarity is default-deny: enabling the toggle is a deliberate, audit-logged decision recorded against the toggling user.
Recommended sar_visible set per LCCP 4.1.1 + MLR 2017 reg 21(3):
